It has been realized that the development of science and technology
need the mastering capability to utilize them. In the national level,
libraries or information centres which could give scientific
information services to the scientific community or users as general,
have a significant role to accelerate the science and technology
development.
Scholarly research and communication depend upon perpetual access to the published scholarship of the past. Before the advent of electronic journals, research libraries subscribed to printed journals, provided access to, and preserved these bibliographic resources in continual support of the research, teaching, and learning needs of their constituent communities. The introduction of electronic journals has transformed scholarly communication in extraordinary ways — making it possible to disseminate research results more quickly, to provide hyperlinked access to cited publications, and to amplify text with images, audio and video files, datasets and software — but it has also created a dilemma for libraries which now license access to rather than own the journals to which they subscribe. According to Google, the definition of e-journal on web are :
Fry (2005) defined e-journal refers to electronic subject-based centralized pre-print archives e.g. arXiv.org, electronic spin-offs of print journal, publisher provided electronic journal services (aggregated e-journal databases), and peer-reviewed journals published solely in electronic format, but not ones produced locally by scholars. The escalating price of the rapidly growing number of electronic journal, databases, indexes and books, along with traditionally published print subscriptions and monographs, will soon force library administrators and collection development officers to make decision between electronic of print product in the new millennium. Most of electronic resources can be downloaded, e-mailed or print from various locations. The virtual library concept and 24 hours accessibility of the electronic resources have made users increasingly satisfied and reliant upon the electronic journals. Indonesian scientific information network has been a discourse in library and information discussion since 1971, but their implementation is still need an improvement of the resources which could be shared in the networks. The growing popularity of the internet as an information resources leads to the need to apply rational collection development as the acquisition of digital library materials.
